Restricted
Operating licence disc colour – ORANGE
A restricted licence is primarily given to operators who run HGVs but do not necessarily carry goods for hire and reward. Hire and reward is defined legally as receiving payment for providing transport. An example of a restricted licence operator would be an operator such as a traffic management, whereby the vehicle may carry cones for use in their job but not delivered anywhere for payment. Another example may be a scaffold operator who carry scaffolding and equipment for use in their main job. There are a few advantages of running as a restricted operator.
- The financial standing required is lower for restricted licences.
- There is no requirement to employ a transport manager with a goods vehicle certificate of professional competence. Although it is recommended that the transport operation is overseen by a competent individual.
Standard
Operating licence disc colour – BLUE
A standard licence is given to operators who operate for hire and reward within the UK only. This means that they can carry goods for hire and reward. In simple terms this means goods can be carried and charged to customers for the transport. Most UK based hauliers operate on a standard licence. In order to maintain a standard operating you need;
- An employed transport manager who has a goods vehicle certificate of professional competence. Depending on fleet size this can be an internal appointment or and external transport manager who advises and acts as a consultant.
- The level of financial standing is greater than that of a restricted licence.
International
An international licence is the same as standard licence but with the ability to carry our hire and reward transport outside of the UK.
- An international licence will be neededto carry goods from the UK to other countries. This includes transport from the UK to mainland Ireland.
- You must also employ the services of a transport manager who holds a certificate of professional competence.
